    Implementing Run-length encoding in CUDA

    while the provided description is interesting, the professional implementation is already available in https://nvlabs.github.io/cub/structc...th_encode.html

    also i remember some examples in thrust/moderngpu as examples of using Scan, but i don't even rememeber whether it was compression or decompression
